Pathway 1: VA benefits through the South Texas Veterans Health Care System

For veterans who have enrolled in VA healthcare, the South Texas Veterans Health Care System (STVHCS) provides substance use disorder treatment at no cost to eligible veterans. The main VA campus is in San Antonio at 7400 Merton Minter Boulevard, with community-based outpatient clinics throughout the metro area.

What the SA VA covers for substance use

The STVHCS provides the full continuum of substance use disorder treatment: outpatient substance use counseling, intensive outpatient programs (IOP), medication-assisted treatment (buprenorphine, naltrexone), co-occurring mental health and substance use treatment, and referrals to the VA’s Mental Health Residential Rehabilitation Treatment Program (MHRRTP) for veterans who need residential-level care. Residential treatment at VA facilities is provided at no cost to enrolled veterans.

TRICARE covers the full continuum of care for substance use disorder: medical detox, residential treatment, PHP, IOP, outpatient therapy, and medication-assisted treatment. Prior authorization is required for inpatient levels. How to choose: VA benefits vs TRICARE

For veterans who have both VA eligibility and TRICARE coverage, the choice between the two pathways depends on your specific situation.

VA benefits are typically the better choice if: you are enrolled in VA healthcare, you prefer the continuity of care at a VA facility, you want to avoid any out-of-pocket cost-sharing, or you need a specialized veteran-focused program. The SA VA has deep experience with veteran-specific conditions including combat trauma, military sexual trauma, and co-occurring PTSD and substance use.

TRICARE access to civilian providers may be better if: the VA cannot provide the level of care you need within access standards, there is a civilian facility that specializes in the specific type of treatment you need, or your treatment timeline is urgent and the VA’s scheduling cannot accommodate it. In those cases, TRICARE community care (through a VA referral) or direct TRICARE Select access to civilian providers are both options worth exploring.

Veterans who may not know they are eligible

Many veterans in San Antonio do not access VA benefits because they are uncertain of their eligibility, assume they do not qualify, or did not know enrollment was required. The following groups are often eligible but underserved.

Post-9/11 combat veterans: veterans who served in combat zones after August 2, 1990 have enhanced VA eligibility for five years following discharge, regardless of service-connected disability status.
